The game engine is heavily reliant on single core performance and will only use 2 cores at any one time so its completely expected that you will not see full CPU utilisation since the other cores will not be handling any processing. As a result of that CPU limitation, it's also completely expected to not always have full GPU utilisation.

PS: @ 1/3 = 1 min IRL > 3 min in game. The time scale depends on where you are. In some places such as cities or service stations it is about 3x faster than the real time while elsewhere it runs much faster (15-19x). ok thanks guys. I timed it to 4 real life minutes per in-game hour on the freeways.
